Port Blair, July 25: The PCC President, Shri Kuldeep Rai Sharma has made a request to Shri V. Naranyasamy, Minister of State, Ministry of Personnel, Public Grievances and Pension, New Delhi for an early approval for stepping up Pay of Police Personnel under A&N Police appointed prior to 01.01.2006 at par with their juniors appointed on or after 01.01.2006.

In his letter Sharma mentioned about the grievances of certain ranks of employees of A&N Police appointed prior to 01.01.2006 who by virtue of fixation of pay, in accordance with the relevant provision of CCS, Revised Pay Rules, 2008 have started receiving the monthly emolument less than their juniors who were appointed on or after 01.01.2006.

Sharma said, it is imperative to mention that the content at Note -7 under Rule -7 corresponding to CCS, Revised Pay Rules-2008 notified by Ministry of Finance, Government of India vide F.No.1/1/2008-I C dated 29.08.2008 and published vide GSR622(E) in the Gazette of India Extraordinary dated 29.08.2008  explicitly emphasize “Where in the fixation of pay under sub-rule (1), the pay of a Government servant, who, in the existing scale was drawing immediately before the 1st day of January 2006 more pay than another Government servant junior to him in the same cadre, gets fixed in the revised pay band at a stage lower than that of such junior, his pay shall be stepped upto the same stage in the revised pay band as that of the junior.”

Accordingly, a proposal has been sent by the Assistant Secretary (Home) of the Andaman & Nicobar Administration Secretariat vide letter no.32-491/2007-Home (PF) dated 09.12.2010 seeking clarification/ formal approval of Department of Personnel and Training (DoPT) of the concerned Ministry, so as to enable them to remove prevalent anomaly amongst the senior and junior employees of A&N Police, which has resulted due to fixation of pay under CCS, Revised Pay Rules, 2008.

The PCC Prez mentioned that the administrative delay of over two and half years in giving concurrence/ consent by the concerned Ministry is effecting the moral of 5 (Five) ranks of employees in the Andaman & Nicobar Police viz. Constable, Head Constable, Assistant Sub Inspector, Inspector and DANIPS.
