ORDER NO. 327

Whereas concerns on various security issues have been brought to the notice of the undersigned which leads to apprehension that terrorists/anti-social elements may seek hideouts in areas within the District and there is likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and injury to public property on that account.

2)            And whereas it is necessary that some checks should be put on landlord/tenants, internet cafes etc. so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3)            Now, therefore, in exercise of the powers conferred upon me by Section 144 of the Criminal Procedure Code, 1973 I, Sanjay Kumar, Deputy Commissioner, North & Middle Andaman, Mayabunder do hereby order that

a)            no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations in the District, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the tenant(s) in a specified Performa to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises falls. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises/property falls about the particulars of the said tenants.

b)            All Cyber-café owners are directed to keep the record of all such persons who are visiting their Café and using internet.

c)             Similarly, tailors are strictly prohibited from stitching any police or other para military uniforms unless the proper identity of the customer is established.

4)            The order shall come into force with effect from 02-07-2013 and shall be effective for a period of 60 days up to 29-08-2013 (both days inclusive) unless withdrawn earlier.

5)            Any person contravening this order shall be punishable under section 188 of the Indian Panel Code.

6)            As the notice cannot be served individually on all concerned the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of the DC Office, SP Office, North & Middle Andaman District, SDM Office, Diglipur & Mayabunder, all Tehsil Offices of the District, all police station in the District, Zilla Parishad, N&M Andaman and all Gram Panchayat in the District.

Port Blair, July 1: The Lt Governor, Lt Gen (Retd) Bhopinder Singh, PVSM, AVSM has ordered a magisterial enquiry into the escape of three Burmese poachers from the Prothrapur Jail yesterday. The enquiry will be conducted by Shri Rupesh Kumar Thakur, Deputy Commissioner, South Andaman District to fix responsibility for the lapses that led to this incident and to suggest measures to be undertaken by the Jail authorities to avoid recurrence of such incidents in future. The DC will submit a report within a week’s time. Meanwhile, based on the serious negligence and dereliction of duty resulting in the escape of the Burmese poachers, one Head Warder, Shri Harish Chander has been placed under suspension and the Home Guard on duty has been discharged from the roll.   

Port Blair, July 1: The Lt Governor, Lt Gen (Retd) Bhopinder Singh, PVSM, AVSM has approved allotment of lands for construction of a state of the art Multi-Species Marine Finfish Hatchery and Domestication of Tiger Shrimp project by M/s Rajiv Gandhi  Centre for Aquaculture (MPEDA), Ministry of Commerce & Industries, GoI at Rangachang and Bimblitan village under South Andaman District.

The setting of the multi-species marine finfish hatchery will generate employment opportunities to the local unemployed youth in these Islands as local skilled fishermen of the Islands will be engaged in the collection of groupers for brood fish production which will enhance their source of income. As part of the captive brood fish production, employment will also be generated by engaging skilled & un-skilled workers for sea cage rafts. Cages will be fabricated by locally available materials using skilled workers of the Islands which will also benefit the local entrepreneurs. The hatchery production of grouper fingerlings will also provide employment to the skilled youth of the Islands. The technology is locally relevant and can be adapted by local people, who are interested in cage farming groupers.

In addition, MPEDA will also take up domestication of Tiger Shrimp project. The project facility will help retain the requisite bio-security and will also provide dormitory facility for about 30 skilled workers recruited from various parts of the Islands. Considering the bio-security advantage of the Islands, several entrepreneurs will evince keen interest to establish multiplication centre in the islands so that they can produce and supply good quality seeds to the shrimp farmers thereby generating more employment opportunities in the Islands. Both the projects are likely to be completed within one year.   

Port Blair, July 1: The A & N State Coop. Bank under its Corporate Social Responsibility has felicitated the children of employees for securing highest two position in Class 12th and Class 10th Examination along with the Topper of Class 12th in the CBSE Examination.

Shri. Bhagat Singh, Chairman of the Bank handed over the cheque to the Island Topper as well as the children of employees of the Bank for securing highest two position in Class 12th and Class 10th in a function organised in the Bank premises today.

The Island Topper Kumar. Ahmed Meeran, who scored 96.20 % marks was awarded a cash price of Rs 10,000. This cash award has been introduced for the first time by the Bank and shall be continued.

Among the children of employees of A & N State Coop. Bank, the cash prize of Rs 5,000 each to Master Inderneel Mitra (93.6%), S/o Shri. TK Mitra, Master Abhisekh James (90.2%), S/o Smt. Jolly James for class 12th Examination and Kumari. Shruthi Menon (95%), D/o Shri. K Suresh and Master Nithin K George (91.2%), S/o Shri. Easo K George for class 10th Examination.

At the outset Shri. Ravinder Rao, Managing Director welcomed the Chairman of the Bank, Parents, School children and all officials and staff of the bank and highlighted the bank’s commitment for motivating such talents of the Island. He requested the wards of the employees of the bank to work hard and bring laurel to the parents as well as to the bank.

In his key note address, the Chairman, Shri. Bhagat Singh gave valuable tips to students for their higher studies. He congratulated the parents and blessed all the students for their future endeavour. The programme ended with vote of thanks proposed by Shri. K Murugan, General Manager, ANSCB.

Brazil, July 1: As demonstrators continue to flood Brazil’s streets, Brazilian Indians have joined protestors in calling for an end to the onslaught on indigenous rights by the government.

Davi Kopenawa, a spokesman for the Yanomami tribe, and the student movement Movimento Passe Livre (MPL), central to the recent protests, have spoken out against moves by the government to dismantle the Indians’ hard-won constitutional rights.

Davi said in a video message, ‘I am angry with the government’s mistakes. The Brazilian authorities are not interested in indigenous peoples living in peace, nor do they want to help the city people.’

He added, ‘In my world, nature is with me and she is listening. She is seeing the errors of the authorities of this country. They should respect our country, respect the peoples of the city, the communities and respect Brazilian indigenous peoples’ rights.’

The student movement MPL also expressed their outrage. In an open letter to Brazil’s President Dilma Rousseff, released before their meeting with her on 24 June, MPL wrote, ‘We hope that this meeting marks a change in the federal government’s position and that this will extend to other social battles: to the indigenous peoples, for example the Guarani-Kaiowá and the Munduruku, who have been attacked by landowners and public bodies.’

Three Indians have been killed in recent protests linked to land disputes. A Guarani man was killed by gunmen after his community reoccupied their ancestral territory in June, one Terena Indian was shot by police during a violent eviction from their land in the southern state of Mato Grosso do Sul in May and a Munduruku man was shot dead when police invaded a community last November.

After two-and-a-half years in office, President Dilma has not met with an indigenous representative, despite recent promises to meet with all protest leaders.

Survival International has written to Pope Francis ahead of his visit to Brazil later this month, urging him to raise the critical situation of indigenous peoples with the government.

Stephen Corry, Survival International’s Director, said today, ‘Brazil’s Indians have not faced such an illegal and unconstitutional assault on their rights since the military dictatorship of the 1960s to 80s. As the country prepares to host the World Cup, a papal visit, and the Olympics, the authorities must demonstrate that they govern for all people, including Brazil’s first inhabitants.’

Port Blair, July 1: The 3rd Office of Netaji Service Cooperative Society at Dhanikhari was inaugurated by the Chairman, ANCOFED, Shri Kuldeep Rai Sharma today.

Inaugurating the office, Sharma explained that Cooperative Societies only can bring the benefits of all the schemes of the Government of India. Showing his concern over the unemployed problem, he urged everybody present there to get easy loans from the Cooperative societies and start their own business and become independent.  He has praised the efforts of the Board of Directors of Netaji Service Coopt Society for rendering their best services for the rural people.

Sharma also handed over the key of TVS Scooty to Shri Mahendra Sarkar, arranged by the society for running his door to door small business. The Chairman was very pleased to note that the Society has also arranged a fridge to Smti Sita Das and required amount of loan to Shri S Pathak for purchasing Cows on the basis of easy loan from the society fund.

Shri Nipendra Nath Nag, ZP Member and Chairman, NSCS ltd speaking on the occasion stated that the motto behind opening of the third office at Dhanikadi area is to serve the people of the area in many ways. The people may get their applications typed, documents laminated, have photo copies of their documents at the new office at a very nominal rate.

He has said that the motive of his society is development through credit. Any youth who want to establish their small business, may get loans and also valuable suggestions etc. The Chairman of the Society also announced that soon the society is going to open fair price shops and from 10th July, 2013 Karate classes for girls will be arranged.
