Port Blair, May 20: The Chief Secretary, A&N Administration in an Order dated 17.05.2020 has directed that the guidelines on the measures to be taken by the Ministries/departments of Govt. of India, State/UT Governments and State/UT Authorities for containment of COVID-19 in the country upto 31.05.2020 issued by MHA dated 17.05.2020 shall be applicable to the whole of A&N Islands. In the said order the entire South Andaman District has been classified as Green Zone based on the parameters shared by Ministry of Health and Family Welfare, except the containment zone(s) as is/may be notified by the district Magistrate, South Andaman from time to time.

In pursuance to the above, the District Magistrates of the three districts of South Andaman District, North & Middle Andaman and Nicobar in exercise of powers vested u/s 51(b) of the Disaster Management Act, 2005 had in an order dated 17.0.202 directed for the strict compliance of the MHA directives on the Lockdown and the National directives on Covid-19 Management in the South Andaman District.

And therefore, in pursuance of powers vested u/s 51(b) of the Disaster Management Act, 2005 and in order to enforce strict compliance of the National Directives on Covid-19 and in supersession of the Orders no. 473 dated 02.05.2020, has prescribed the following fines for the violation of the Lockdown Guidelines and the National Directives on COVID-19 Management issued by the MHA:

  1. Non-wearing of face cover in public places and work places : Rs.250/-
  2. Spitting in public & work places: Rs.300/-
  3. Violation of social distancing norms by individual (s) in public places, work places, transport etc.: Rs.200/-
  4. Violation of social distancing norms by shop owners in their establishments: Rs.2000/-
  5. Violation of National Directives with respect to Marriage (gathering of more than 50 persons): Rs.10,000/-
  6. Violation of National Directives with respect to funeral/ last rites. (gathering of more than 20 persons): Rs.2500/-
  7. Consumption of liquor in Public places: Rs.5000/-
  8. Consumption of paan, gutka, tobacco etc. in public places: Rs.300/-
  9. Urinating in public places: Rs. 500/-
  10. Fine on violation of home quarantine by the person(s) himself/herself or any residentliving in the same premises : Rs.5,000/-

All Sub-Divisional Magistrates, Executive Magistrates, Revenue officials of the rank of Patwari and above, Sanitary Inspectors of the PBMC, Panchayat Secretaries of the RD department and police personnel of the rank of the constable and above have been authorised to impose and collect fines as mentioned above. However, this does not bar any other legal action that may be attracted due to violation of any other act/law/rule in force.

The order issued by District Magistrate, South Andaman District shall come into effect from midnight of 19th May 2020 and shall remain in force till the midnight of 31st May 2020.
