Port Blair, Nov. 27: The Hindu Rashtra Shakti (HRS) has requested the Lt. Governor, A&N Islands to ensure implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 in the Islands for street vendors.
In a letter to the Lt. Governor, the State President, HRS Shri Rakeshwar Lall mentioned that the Revenue department in South Andaman District has carried out a drive to evict encroachments from Government land in the city. But un-employed youth first set up their gumties on roadside pavement and start selling their products. Many Street hawkers had certificate of Food Safety and they are paying monthly tax to the PBMC.
The team of Hindu Rashtra Shakti had found that they are doing hard work and maintain proper hygiene. Many vendors are using the pathway, footpath etc. As there is no policy, so hawker can claim a right to defeat the rights of other Islander. Presently, the hawkers are large in number, but the population of Islander is many times more than that of hawkers and, therefore, the fundamental rights of the Islanders cannot be put in jeopardy by permitting hawkers and squatters to block roads, footpaths, public parks, etc., consistent with the rights of citizens, if it is possible to provide any space to hawkers, squatters etc., that may be done consistent with the policy to be framed by the concerned Authority of Andaman & Nicobar Administration.
The Principles for deciding hawking and no hawking zone; nature of goods that can be sold by hawkers, squatters, etc. so that cleanliness is maintained and at the same time free flow of traffic and movement of pedestrians is not obstructed, the concept of starting hawking business early in the morning or late in the evening may have to be reconsidered in the light of recent developments in the Port Blair. But must be practical and consistent with the rights of islander, who have a fundamental right to use the roads, parks and other public conveniences provided by the Andaman Government.
The Hindu Rashtra Shakti thus requested to implement Policy for street vendor in Urban & Rural, Food Truck Policy & implement the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0.
