Port Blair, March 21: The Member of Parliament, Shri. Kuldeep Rai Sharma has requested the Hon’ble Lt. Governor, Andaman & Nicobar Islands to fill up of 224 vacancies of Primary School Teachers in the Directorate of Education in terms of judgement dated 24th February 2023 passed by the Hon’ble High Court of Calcutta (Division Bench), Circuit Bench at Port Blair in WPCT No.26/2022

In a letter addressed to the Lt. Governor, the Member of Parliament said that the Directorate of Education, A&N Administration had issued Notification on 16th July 2018 for filling up 224 vacancies of Primary School Teachers in different mediums of instructions viz. Hindi – 89 posts, English – 90 posts, Bengali – 45 posts, showing the breakup of different categories like General, OBC and ST. 

Subsequently, a provisional select list was published by the Directorate of Education on 17th December 2018 and through Press Release dated 18th December 2018 in the Daily Telegrams, the selected candidates were asked to attend for verification with their original certificates. 

However, the said provisional select list was cancelled by the A&N Administration vide notification dated 11th January 2019.

The Member of Parliament informed the Lt. Governor that thereafter aggrieved parties fought litigations before the Hon’ble Central Administrative Tribunal and lastly the Hon’ble Division Bench of High Court of Calcutta, Circuit Bench at Port Blair in WPCT No.26/2022 disposed of the matter by quashing the notification dated 11.01.2019 pertaining to cancellation of provisional select list and restored the provisional select list published on 17.12.2018.

He added that the Hon’ble High Court further observed that after publication of the provisional select list, the verification process was also completed and thus directed the A&N Administration to give appointment letter to each of the selected candidate, who is found to have come successful, after verification of his/her records and documents etc. in accordance with the extent rules. Such appointment letters are to be issued within a period of thirty days from the date of judgment and posting be given within seven days of issuance of the appointment letter.

The Member of Parliament further mentioned that the Primary School Education lays foundation for the students to perform well in further course of his/her studies be it at high school, college or at professional education. 

“Lot many posts of Primary School Teachers have been lying vacant for the past several years leading to deprivation of quality education at Primary School and the worst sufferers are the students of the rural area of Andaman & Nicobar Islands where there are hardly any private schools to impart primary education. Time and again matters regarding filling up vacancies of Teachers, Vice Principals, Principals and Non-Teaching staff have been raised by me at the appropriate level in Administration and in the Parliament. The instant matter itself has taken around five years due to pendency of the litigation in the court of law which aborted filling up the vacancies of 224 Primary School Teachers.  Implementation of above judgment of Hon’ble High Court will enable the A&N Administration to fill-up the 224 vacancies of Primary School Teachers at various schools of A&N Islands expeditiously and by the next academic year 2023-2024, the Primary School Teachers will be available in most of the Govt. schools for teaching,” he added.

In this regard the Member of Parliament requested the Lt. Governor to honour the judgement dated 24th February 2023 in WPCT No.26/2022 which will meet the need of imparting quality education at primary school level besides facilitating 224 unemployed qualified youths in the teaching profession to get employment.
