Whereas, inputs have been received that Anti-national elements might carry out unlawful acts in North and Middle Andaman District which might endanger both, persons and property.
And whereas, these Anti-national elements may stay in Hotels, Guest houses, Bed & Breakfast (Home Stays), Lodges, etc. while doing preparation, reconnaissance, and actual execution of these unlawful acts.
And whereas, it is necessary to take speedy measures in this behalf, to protect property and prevent danger to human life and safety, thwart/prevent terrorist activities, which may affect and disturb Public Order and Tranquility in the Andaman and Nicobar Islands.
Now, therefore, I, Dilkhush Meena, District Magistrate, North and Middle Andaman, in exercise of the powers conferred upon me by virtue of Section 163 of Bharatiya Nagarik Suraksha Sanhita (BNSS) -2023 do hereby make the written order for strict compliance of following Conditions by the Owners of all such establishments in the jurisdiction of North and Middle Andaman District, of Andaman & Nicobar Islands:-
1) Only those Hotels, Guest Houses, Bed & Breakfast (Home Stays), Lodges, etc. which possess valid licences, shall be allowed to function.
2) All such establishments shall have sufficient number of CCTV cameras which shall cover persons entering the premises and moving outside. All the cameras installed shall be in working condition, and their coverage shall be preserved for not less than 30 days.
3) All such Hotels, Guest Houses, Bed & Breakfast (Home Stays), Lodges,
etc. shall maintain a Register-having complete details of persons staying in the said premise. A copy of the valid ID proof of such persons shall be kept for record.
4) All such Hotels, Guest Houses, Bed & Breakfast (Home Stays), Lodges, etc. shall ensure that details relating to Form-C (Arrival Report of Foreigners in Hotel) are submitted to the Registering Authorities within the prescribed period. All procedures/guidelines shall be followed in respect of any Foreign National staying in the said premise.
This order shall come into force w.e.f zero hours of 24.07.2024 and shall remain in force for a period of 60 days unless withdrawn earlier.
All such Hotels, Guest Houses, Bed & Breakfast (Home Stays), Lodges, etc. which contravene this order, shall be liable to be punished in accordance with the provision of Section 208 of Bharatiya Nagarik Suraksha Sanhita (BNSS)-2023.
As this order cannot be served individually on all concerned, this order ishereby passed ex-parte. It shall be published for the information of the general public through the press and by affixing copies on the Notice Boards in the offices of all SP, DySPs, Tehsildars, Patwaris and all Police Stations.
