Mayabunder, Nov. 21: In an effort to enhance disaster preparedness and response capabilities, the District Administration of North & Middle Andaman, under the leadership of Shri Dilkhush Meena, IAS, Deputy Commissioner, successfully conducted a Table Top Exercise for a Joint Mock Exercise in collaboration with the 4th Battalion National Disaster Response Force (NDRF) team. The exercise was based on the scenario “Collapsed Structure Search and Rescue” (CSSR) and would take place on November 22, 2024, as per the Ministry of Home Affairs’ schedule.

The session commenced with a warm welcome and introductory briefing by Shri Praveen S. Prasad, Deputy Commandant of the 4th Battalion NDRF, Arakkonam, Tamil Nadu. He emphasized the critical role of District Administration in disaster management and highlighted the synergy required between local authorities and the NDRF for effective relief and rescue operations during emergencies. Shri Prasad also detailed the Standard Operating Procedures (SOPs) for CSSR operations and shared key insights into the advanced tools and techniques employed by the NDRF.

The exercise simulated a post-disaster scenario where participants from various Departments and stakeholders were required to discuss and strategize on immediate response measures, including victim search, structural safety assessments, and timely rescue. Emphasis was placed on the importance of:

Coordination: Ensuring seamless communication between different response teams.

Resource Mobilization: Optimal utilization of manpower, equipment, and logistics.

Public Awareness: Engaging with communities for preparedness and cooperation during disasters.

The Deputy Commissioner appreciated the efforts of the NDRF team for their expertise and dedication to capacity-building activities. He reiterated the District Administration's commitment to improving disaster management systems and stressed the need for periodic mock drills and simulations to test and refine the readiness of all stakeholders.

The exercise served as a platform for inter-departmental coordination and knowledge sharing, involving representatives from line Departments such as Revenue, Police, Fire Services, Medical and Health, APWD, Electricity, and Education. Their active participation contributed to a comprehensive understanding of roles and responsibilities during disaster scenarios.

The District Administration and NDRF have committed to continued collaboration in building a safer and more resilient community.
