Complete Lockdown to be Observed on Saturday and Sunday

Electrical, Hardware, Motor Garages, Restaurant with Home Delivery, Carpenter/ Furniture Shops, Quarry & Crushing to be Allowed to Operate Among Others

Port Blair, Aug 24: The present lockdown ordered by the A&N Administration in South Andaman District will continue from the 25th of August 2020 to 31st August 2020, said an Order issued by Shri Suneel Anchipaka, IAS, District Magistrate South Andaman today. The lockdown shall be applicable for all weekdays.

As per the Order:

All shops and establishments shall remain closed except those that are providing essential services like Grocery/ Kirana/ Milk/ Bakery Shops, Fruits & Vegetable Shops, Meat/ Chicken/ Fish Shops, Chemist / Pharmacies, Petrol Pumps/ Fuel Depots and Books & Stationary Shops/ Electrical and Hardware Shops. Shops engaged in sale of fishing/ agriculture allied activities equipment/ feeds of cattle, fish etc. Motor garages, Restaurants with home delivery only. Fishing activities. Shops engaged in sale/ making of furniture, carpentry.

Quarry and crushing activities, construction activities are allowed.

All the offices of Govt. of India / UT/ Local bodies shall remain closed except those engaged in Essential services/ activities like Health, Medical College, Police, Defense Forces, Revenue & Disaster Management, Agriculture, Social Welfare, Vet. Hospitals, Sanitation, Electricity, Water Supply, Transport, Shipping, ANIIDCO, Fire Services, Medical Labs and diagnostic facilities (both Govt. & Private).

Service providers engaged in Phone & Internet, Pvt. Doctors/ Clinics/ Nursing Homes, Cable TV, AIR, Doordarshan, Cargo & Logistics, Courier and home delivery services of items are allowed.

Banking (Only essential operations) & ATM’s are allowed.

Hospitality services engaged as quarantine centres/ isolation centres or servicing them are allowed.

All places of worship shall be closed for general public.

In Rural Areas, MGNREGA/ RD/ agricultural/ Dairying/ Fishery operations are allowed while maintaining Social distancing, only in those areas that are outside containment zones where there is no infection or having very few cases.

All incoming passengers from mainland shall be treated with RAPID Antigen Test at a cost of Rs. 500 per head except medical patients along with an attendant. The cost of test shall be borne by passengers themselves. Passengers destined for Nicobar, Rangat Tehsil, Little Andaman shall be tested under RTCPR and will be compulsorily kept under institutional quarantine, till they test Negative (-ve) for COVID-19 of for 7 days, whichever is earlier.

In case of passengers destined for tribal areas (Nicobar district, Rangat Tehsil and Little Andaman) they shall also be tested for COVID-19.

All Drivers and helpers of cargo vehicles/ persons requiring emergency movement on the ATR and moving to the North & Middle Andaman district shall be tested first and allowed to move only if they test Negative (-ve) for COVID-19.

All persons moving by Ship (including crew) on inter-island routes shall be tested for COVID-19 befre boarding and they shall be allowed to move only of first and allowed to move only of they test Negative (-ve) for for COVID-19. All passengers shall be quarantined on arrival at their destination for 7 days.

There shall be restriction on movement of people except for the purpose of attending offices, availing goods/ services and for performing of activities or works including all essential services permitted in this order. However, COVID-19 protocols should be strictly followed, failing which necessary fines will be imposed as per orders in force. No specific permission will be required for movement of persons for these purposes. Police, PBMC and other concerned departments shall implement it in letter and spirit.

On weekends i.e. on Saturday and Sunday (29th and 30th of August 2020) there shall be complete lockdown as per the orders of A&N Administration dated 28th July 2020.

Any establishment/ person violating the directions listed in this order shall be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act. 2005 besides legal action under section 188 of IPC and other legal provisions as applicable. They shall also be liable to pay fines as per the orders in force.

These orders shall come in force from 25th August 2020 to 31st August 2020.
