Port Blair, Aug 11: The Government of India has initiated ‘Har Ghar Tiranga’ campaign under the aegis of Azadi Ka Amrit Mahotsav to inculcate a personal connect between the citizens of India and the National Flag marking the 75th year of Indian Independence and to invoke the feeling of patriotism in the hearts of the people as well as to promote awareness about the Indian National Flag.  

To ensure hoisting of Indian Nation Flag at each household during the ‘Har Ghar Tiranga’ campaign, on 11.08.2022 the Secretary (RD), Shri. Suneel Anchipaka, IAS convened a virtual meeting with Superintendent of Police of  Headquarters, Assistant Commissioners of all Sub-Divisions, Block Development Officers of each block, Revenue officials, Panchayat Secretaries of all Gram Panchayats and all Elected Representatives of Panchayati Raj Institutions to brief about the protocols for hoisting Indian National Flag during Har Ghar Tiranga Program and disposal of flags after completion of the event by maintaining dignity of National Flag.

During the meeting, the Secretary (RD) urged all to follow the amended Flag Code of India, 2002 and ensure adherence of following directions maintaining the dignity of the National Flag of India:

  1. a) Whenever the National Flag is displayed, it should occupy the position of Honour and should be distinctly placed;
  2. b) A damaged or dishevelled Flag shall not be displayed;
  3. c) The Flag should not be flown from a single masthead simultaneously with any other flag or flags;
  4. d) Where the flag is displayed in open or displayed on the house of a member of public, it may be flown day and night;

Regarding disposal of the flag, the Secretary informed that if the National Flag is damaged, it shall be destroyed as a whole in private, preferably by burning or any other method considering the dignity of the National Flag. Also, the National Flag, if made of paper, these flags should not be discarded on the ground. These should also be discarded in private, keeping in mind the dignity of the National Flag.

He also informed that more details are available on Ministry of Home Affairs’ website www.mha.gov.in under the Prevention of Insults to National Honour Act, 1971 and the Flag Code of India, 2002 and may be referred if required.

He further urged elected PRI members to make this campaign as janbhagidari with massive people participation.
