Port Blair, June 27: A two days training programme on Output Outcome Monitoring Framework (OOMF) for officials of Planning/ Statistics and Accounts Department got underway at the auditorium of TGCE here today.  Organized by the Planning Department in association with Development Monitoring & Evaluation Office (DMEO), NITI Aayog, New Delhi, the training was inaugurated by the Secretary (Finance), Shri C. Arvind by lighting the traditional lamp as the chief guest in the presence of the Secretary (Planning), Shri Arjun Sharma.

Addressing the gathering, the chief guest said that the Output-Outcome Monitoring Framework represents an important reform towards outcome-based monitoring which is a paradigm shift from measuring simply physical and financial progress, to a governance model based on outcomes. The framework endeavours to provide measurable indicators for achievement of scheme objectives, or the 'Outcomes', the Secretary added.

The Secretary further stated that Output-Outcome Framework lays the foundation of the journey towards a stronger portfolio of Government of India's development schemes and programmes by playing a key role as an enabler of performance-based budgeting. He informed that out of the 98 PM’s flagship schemes being implemented in A&N Islands, 38 schemes have been saturated. If outcome and output difference are focussed then over a period of time, these Islands can better its GDP, the Secretary added.

In his address, the Secretary (Planning), Shri Arjun Sharma said, Output Outcome Monitoring Framework (OOMF) is an effort to strengthen monitoring in Government schemes and programmes which aims to enhance accountability and transparency in public expenditure.

The Secretary further stated that we use Output Outcome Monitoring Framework in our day today administrative decision making. It is very important to institutionalize this very aspect of decision making so that each and every penny spend for the people are to be measured not only the output but also the actual outcome to bring a positive change in the people’s lives to whom we serve, the Secretary remarked. 

In his address, the Director, Development Monitoring & Evaluation Office (DMEO), Shri Akhilesh Kumar said that DMEO is an attached office of NITI Aayog which supports the Govt. to achieve the national development plan through M&F of Government policies and programs. The workshop has been designed with the key objectives to enable the participants to gain a better understanding of monitoring concepts, preparation of output outcome monitoring framework in alignment with UT indicator framework etc., the Director added.

Welcoming the chief guest and others present on the occasion, the Director, Economics & Statistics, Shri Gaurang Mishra said that this training will equip the officials with knowledge, skills and tools necessary to design and implement robust monitoring frameworks which can transform our projects/ programmes from mere activities to powerful agents of change.

Officials of various Department including Planning and Finance are attending the two days training in which the resource persons are from DMEO.
