Port Blair, July 2: CPI (M) has urged the Government of India to create a separate State Civil Services for Andaman & Nicobar Islands on the pattern of Puducherry and Goa State Civil Services.  In the Memorandum submitted to the Home Secretary, Government of India during his recent visit to Delhi, D. Ayyappan, Secretary, CPI (M) Andaman & Nicobar State Organising Committee stated that at present, the officers belonging to Delhi & Andaman & Nicobar Civil Services (DANICS), selected through Civil Services Examination of UPSC, are posted to Andaman and Nicobar Islands by the Ministry of Home Affairs.  These officers in turn are posted to various departments/ Secretariat by the Lt Governor.  Almost all such DANICS Officers belong to outside Andaman and Nicobar Islands as none of the local candidates get selected through the toughest competitive examination of UPSC. 

Ayyappan stated in the Memorandum that these DANICS Officers while posted at the field level and subordinate offices do not have any idea of the local situation. They are posted to the islands only for a period of two years and after two years they invariably go back to mainland on transfer.  

CPI (M) stated in the Memorandum that there has been a persistent demand from the local population for creating a separate cadre of State Civil Services for Andaman & Nicobar Islands so that officers to such a cadre can be recruited. Ayyappan told the Home Secretary that such officers once appointed to the State Cadre will remain in the islands and will be an asset for the islanders.  This will ensure more and more effective implementation of government schemes and programmes in the islands, ensuring participation of local people.
