Port Blair, April 20: The A&N Administration had issued a press release on April 9,2023 regarding the Skill Test (Tier-II & III) Computer Based Typewriting Speed Test and Shorthand test to fill up the 465 vacancies of LGC/LDC and 41 vacancies of Stenographer (OG) based on the scores/merit shared by Staff Selection Commission, New Delhi, wherein the candidates were advised to download their Admit Cards from the website www. karmic.andaman.gov.in on or after 18.04.2023 onwards.

In this regard, the guidelines for Visually Handicapped (VH)/Cerebral Palsy & Persons with Benchmark Disability (PWD) shortlisted candidates for Computer based Typing Speed Test (Tier-II) and Shorthand Test (Tier-III) of Stenographer (OG) are as mentioned below:

1) Typing test will be conducted on computer.

2) Persons with benchmark disability in the category of Visually Impaired (VH), Orthopedically handicapped (afflicted by Cerebral Palsy), Orthopedically Handicapped (both arm affected), Orthopedically Handicapped candidates who has a locomotor disability wherein, the dominant writing extremity is affected to the extent of slowing down the performance of the candidate (such deficiency to be indicated in the certificate, issued by competent authority, submitted by the candidate) will be allowed compensatory time of additional 05 minutes. (In the demo video uploaded in the website of A & N, additional time was inadvertently mentioned as 30 minutes.)

3) Visually Impaired (VH) Cerebral Palsy / Candidates are eligible for scribe/passage dictator to be arranged by themselves.

4) The VH/CP & PwD candidates who wish to avail the facility of scribe shall apply for allowing the Scribe addressed to the Deputy Secretary (R&E) latest by 25th April 2023 upto 5 pm or by email This email address is being protected from spambots. You need JavaScript enabled to view it..

5) The Scribe/Passage dictator will read out the passage to Visually Impaired (VH) candidates only within the allotted time.

6) Passage will not be provided in Brail for the Visually Impaired (VH) candidates.

7) The candidate shall be responsible for any misconduct on the part of the scribe/Passage dictator brought by him during typing test.

8) For Exemption from Typing Test: Persons with Disabilities candidates who claim to be permanently unfit to take the Typing test because of a physical disability may, with the prior approval of the Competent Authority, be exempted from the requirement of appearing and qualifying at such test, provided such a candidate submits in the attached format (Appendix-I) to the Deputy Secretary (R&E), Secretariat, A & N Administration from the competent Medical Authority, i.e. Chief Medical Officer/Civil Surgeon/Medical superintendent of a Government health care institution, declaring him/her to be permanently unfit for the typing test because of a physical disability on or before 27.04.2023 (Thursday) upto 5.00 PM without fail or by email This email address is being protected from spambots. 9) Candidate as well as the scribe/Passage dictator will have to give a suitable undertaking, in the prescribed format ‘Letter of Undertaking for Using Own Scribe/Passage dictator’ as Appendix-II.

10) In case, it later transpires that he/she did not fulfill any laid down eligibility criteria or suppressed material facts, the candidature of such applicant will stand cancelled, irrespective of the result of the online examination.

The decision of A & N Administration in this case shall be final and binding.
