
New Delhi, Aug 21: In order to secure early and sympathetic consideration of the most pressing issues pending before the Government of India, Shri Bishnu Pada Ray, Hon’ble Member of Parliament, Andaman & Nicobar Islands, today (21.08.2025) met the Hon’ble Prime Minister at Parliament in New Delhi.
During the meeting, Shri Bishnu Pada Ray recalled and reiterated some of the critical matters that he has already submitted in writing to the Government for urgent intervention and decision. A written memorandum was also handed over to the Prime Minister for record and necessary action.
The key issues highlighted before the Hon’ble Prime Minister were:
Framing of Domicile Law & Upper Age Limit for Employment: Introduction of a domicile law ensuring 100% job reservation for islanders and enhancement of upper age limit to 40 years for local candidates, on the lines of provisions already implemented in Ladakh UT (Ref: Lettr No.03/MP-ANI/2025/265 dated 22.07.2025, Letter No.03/MP-ANI/2025/276 dated 26.07.2025).
Enhancement of Budget Allocation for A&N Islands: Substantial increase in budget allocation under the Capital Head. At present, only ₹162 crore has been allocated for 40 departments, which is grossly inadequate for critical infrastructure development such as roads, water supply, healthcare, electricity, Panchayati Raj Institutions, and urban development. (Ref: letter No.03/MP-ANI/2025/277 dated 28.07.2025).
Relaxation of population ratio under PMGSY-IV: Grant of relaxation in the population norm from 250 to 100 for sanctioning of rural roads under PMGSY-IV, considering the unique geographical conditions of the Islands. Since no rural settlement here can meet the threshold of 250 population, the current criteria makes the Islands ineligible for availing the scheme benefits. Reducing the population ratio to 100 will ensure inclusion and help address the critical connectivity needs of our remote and backward Island communities (Ref: Letter No. 17/MP-ANI/2025/264 dated 22.07.2025).
The Hon’ble Prime Minister listened to the concerns with due seriousness and assured that these matters will be examined and appropriate action taken.
Shri Bishnu Pada Ray expressed his deep gratitude to the Prime Minister for the audience and for his kind assurance to look into the genuine concerns of the Islanders. He further stated that the people of Andaman & Nicobar Islands repose great hope and confidence in the visionary leadership of the Prime Minister for ushering in a brighter and more developed future for the Islands.
