GOI Notifies ‘The Andaman & Nicobar Islands Shops and Establishments (Amendment) Regulations, 2025

Sri Vijaya Puram, Dec. 3: In a major step toward fostering a business-friendly ecosystem and enhancing opportunities and protections for the workforce, the Government of India has notified The Andaman & Nicobar Islands Shops and Establishments (Amendment) Regulations, 2025. Aligned with the Government’s ‘Ease of Doing Business’ initiative, these amendments aim to simplify compliance requirements, promote transparency, and ensure the welfare of employees across the Union Territory. The amended regulations has come into effect from 21.11.2025.

Key Highlights of the Amendments

Simplified Registration Requirement: Registration is now mandatory only for Shops and Establishments employing 20 or more persons, significantly reducing compliance obligations for micro and small enterprises.

Removal of Renewal Process: Renewal of registration certificates has been eliminated. Once issued, the certificate will remain valid for the entire duration of the establishment’s operation, except in cases where there is any structural or operational change that necessitates an update.

Enabling Women’s Participation in Night Shifts: Women employees are now permitted to work between 7 PM and 6 AM, subject to their explicit consent. Employers must ensure adequate safety, security, transportation, and a conducive workplace environment during night shifts.

These progressive amendments are expected to significantly reduce administrative burdens on MSMEs, Contractors, Service Providers, and other Business Establishments. By simplifying procedures and enabling workforce flexibility, the reforms will encourage entrepreneurship, strengthen economic activity, and support job creation across the Islands. The amendments also emphasize employee welfare by ensuring safer working conditions and greater gender inclusivity in the labour force.
