
Sri Vijaya Puram, Nov. 23: The Chief Electoral Officer, Andaman & Nicobar Islands, Shri L. Kumar, IAS, convened a meeting today in the Mini Conference Hall, Secretariat, Sri Vijaya Puram with the recognised Political Parties of A&N Islands to brief them on the progress of the ongoing Special Intensive Revision (SIR) of the Electoral Roll with reference to 01.01.2026 as the qualifying date. The CEO detailed the key activities undertaken under the SIR process and highlighted the initiatives implemented to ensure comprehensive and error-free electoral rolls.
The CEO also briefed them on current status of distribution, collection and digitization of Enumeration forms through a presentation.
The CEO urged all Political Parties to appoint Booth Level Agents (BLAs) to coordinate with the Booth Level Officers (BLOs) during the SIR process. He emphasized the importance of assisting electors in verifying and mapping their names, as well as the names of their relatives, with reference to the last SIR 2002.
A live demonstration was also conducted to show how electors can search for their own details or those of their parents or grandparents from the last SIR held in other States through the ECI portal: https://voters.eci.gov.in or within this UT of Andaman & Nicobar Islands by visiting CEO’s official website: https://ceo.andamannicobar.gov.in/sir2002. Electors can simply enter any one or a combination of the required fields, fill in the captcha code, and click on ‘Search’.
The representatives raised concerns about electors who are currently in the mainland and how they can submit their Enumeration forms. CEO clarified that if electors are unavailable during the SIR due to studies, jobs, or any other reasons and are outside the Islands, any adult family member may fill and submit the Enumeration Forms on their behalf or the electors may submit the forms by online by visiting https://voters.eci.gov.in.
Concerns were raised regarding the 99.98% distribution of enumeration forms. In response, the Chief Electoral Officer clarified that Booth Level Officers (BLOs) visited every household within their respective polling areas to ensure delivery of forms. These visits covered all categories of electors, including those who were temporarily absent, permanently shifted, shifted within the Union Territory, identified as duplicate, or reported deceased. After completing the due process of verification, the forms pertaining to such absent/shifted/deceased/duplicate electors were duly accounted for and included in the overall distribution count.
During the collection phase, BLOs are recording all uncollectable forms along with specific reasons such as absent/shifted/deceased/duplicate. Electors who may still be left out are specifically advised to submit Form-6 along with the mandatory declaration during the Claims and Objections period from 09.12.2025 to 08.01.2026 for inclusion in the final electoral roll.
The representatives of the Political Parties expressed their satisfaction that entire election machinery, including Booth Level Officers, is performing hard work in the field. They also assured that their Booth Level Agents will extend full cooperation to the Booth Level Officers during SIR work.
The CEO also urged the political parties to create awareness among shifted electors to get enumeration form from BLO of the polling booth where they had previously voted and fill the enumeration form and submit to BLO at earliest before 4th December, 2025, so that their name will be included in the draft roll published on 09.12.2025.
The meeting concluded with an interactive session during which representatives of political parties shared their suggestions. The CEO thanked to Political Parties for active involvement and requested to extend the support throughout the SIR process to ensure that all eligible persons are included in the electoral rolls.
