
Sri Vijaya Puram, June 8: The Bharatiya Janata Party State President, Shri Anil Kumar Tiwari has taken up the matter of enhancement of honorarium of elected representatives of PRIs and Municipal Council with the Lt. Governor, A&N Islands. Tiwari has also appealed to the Lt. Governor to exempt Stamp Duty Charges on Gift Deed done within the Blood Relations.
In a letter to the Lt. Governor, Tiwari said that the honorarium given at present to the Elected Representatives of the Panchayati Raj Institutions viz. Panchayat members, Panchayat Pradhan, Sarpanch, Panchayat Samity Members, Pramukh Panchayat Samity, Zilla Parishad Members, Up-Adhyaksh, Adhyaksh and Councilors, Junior Vice Chairman, Senior Vice Chairman, Chairperson of Sri Vijaya Puram Municipal Council is very negligible and fixed long back when the price index was very much low and much before the 7th Pay Commission.
It is a matter of great concern that across the country, all the Elected Representatives of Legislative Assembly, Loksabha and Rajya Sabha has been increased manifold over the period however, our Elected representatives of the PRIs and Municipal Council has been left behind. The Honorarium given to them is too meagre, and not in consonance with their status, decorum, and the Official/Societal responsibility they are holding.
Accordingly, it is humbly requested to kindly get the matter examined keeping in mind the manifold increase of price index at the earliest and issue necessary orders for enhancement of the honorarium at par with the other government agencies with due consideration of the hard area allowances granted under 7th pay commission for Andaman and Nicobar Islands.
On exemption of Stamp Duty charges, Tiwari apprised the Lt. Governor that after the introduction of the new circle rate and stamp duty charges for land registration in our Islands, it has been observed that even the Gift Deed is also included in the normal registration process and the family consisting of own Blood Relationship members are compelled to pay the Stamp Duty Charges in accordance with the Circle Rate.
This has created huge problem amongst the Islanders, and many families are suffering for formal registration under Gift Deed as they are not in a position to pay such huge amount as Stamp Duty. Even the father/mother is not able to Gift the land to their own children.
Accordingly, the State President BJP requested the Lt. Governor to withdraw the existing stamp duty charges levied on Gift Deed and allow the registration within the family members of Blood Relationship without any charges.
