T.S.G. Bhasker Demands Strict Implementation of Citizen Charter in All Government Departments

Sri Vijaya Puram, Aug 3: Shri TSG Bhasker, Chairman, Campaign Committee, Andaman & Nicobar Territorial Congress Committee (ANTCC), has written to the Chief Secretary, A&N Administration, urging the immediate and effective implementation of the Citizen Charter across all Government Departments to ensure transparency, accountability, and time-bound delivery of public services.

In his representation, Shri Bhasker expressed serious concern over the growing complaints from the public regarding unnecessary delays, lack of accountability, and increasing opportunities for corruption in several government departments, particularly the Revenue Department. He stated that citizens are often forced to make repeated visits to government offices for routine services, while files remain pending for months without any valid justification, causing immense hardship to the public.

Shri Bhasker pointed out that although Citizen Charters have been notified and displayed in most government offices, they remain merely a formality and are rarely implemented in practice. He emphasized that effective enforcement of the Citizen Charter would ensure that every citizen is aware of the prescribed timeline for each public service, thereby reducing delays, improving transparency, and minimizing opportunities for corrupt practices.

He has urged the Chief Secretary to issue necessary directions to all Heads of Departments to strictly enforce the Citizen Charter in every government office. He further suggested that service timelines should be prominently displayed, compliance should be monitored regularly, and officials responsible for unjustified delays should be held accountable. He also recommended the establishment of an effective grievance redressal mechanism to enable citizens to report violations of the Citizen Charter and receive timely resolution of their grievances.
