Tablet-Based FLS-2026 to be Conducted Across A&N Islands on 22nd and 23rd April 2026

Sri Vijaya Puram, April 20: The Foundational Learning Study (FLS)-2026, mandated by the Ministry of Education, will be conducted in sampled schools across all three districts of the Andaman & Nicobar Islands on 22nd and 23rd April 2026. The study aims to assess Foundational Literacy and Numeracy (FLN) competencies of students at the end of Grade 3, providing a clear picture of early learning outcomes in the Union Territory.

This is the first time the survey will be conducted in a fully tablet-based mode, replacing the earlier OMR-based system. The shift to digital assessment is expected to ensure faster, more reliable, and real-time data collection, enhancing the overall quality and accuracy of the study.

The nationwide assessment is being implemented by PARAKH under NCERT, with States and Union Territories serving as the unit of analysis. The findings will support comparison across regions and enable data-driven planning and targeted interventions to strengthen foundational learning.

The State Institute of Education (SIE) requests all sampled schools to extend full cooperation and ensure strict adherence to the Standard Operating Protocol (SOP) for the smooth and credible conduct of the assessment.
