
Sri Vijaya Puram, Aug 14: It is a matter of great honor and pride for Andaman & Nicobar Police that four (04) of its officers have been conferred prestigious ‘President’s Police Medal for Distinguished Service’ and ‘Medal for Meritorious Service’ for their illustrious and unblemished service on the occasion of 79th Independence Day, 2025. The awards were announced by the Ministry of Home Affairs on the eve of the Independence Day, 2025.
Sh. Hargobinder Singh Dhaliwal, IPS
Sh HGS Dhaliwal, IPS (AGMUT 1997) presently posted as DGP Andaman & Nicobar Islands has had outstanding track record during his entire service. He is known for his Operational acumen and field policing especially in the domain of Anti Terror and Organised Crime. He has consistently demonstrated leadership, professionalism, and dedication throughout his career.
Some of the notable highlights are:
He is one of the few recipients of Police Medal for Gallantry.
He led the Teams which not only solved sensational Murder cases of Soumya Vishwanathan, Radhika Tanwar and Jigisha Ghosh but also was in touch with victim families till the final conviction which led to a rare appreciation of Delhi Police by victim’s families.
He has been instrumental in leading teams which solved Delhi Serial Blast case leading to the arrest of 3 members of Indian Mujahideen, Shootout with Bikers Gang leading to their neutralising and a sensational case of Shootout with Satte Gang at Green Park Market in which South District Police had to fire AK 47 in a busy market to shoot 4 desperate criminals in a Honda Accord. As Spl CP Special Cell, he led the teams which cracked the sensational case of the killing of Punjabi Singer Sidhu Moosewala of Punjab which led to recovery of UBGL, Grenades. He led the Special Cell in India’s first case of arrest of a desperate fugitive- Deepak Boxer- from Mexico in coordination with FBI. As Spl CP Spl Cell he led a number of operations leading to the arrest of terrorists of LeT, Harkat Ul Jehad Islami, ISKP. He headed Spl Cell teams leading to multiple transnational operations along with CBI, Interpol and FBI which led to the arrest of White Collar criminals in New York, Toronto and Delhi.
His supervision and coordination led to the arrest of one of the most wanted Rajwinder Singh carrying a reward of 1 million dollars by Australian Govt in Toyah Cordingley Case.
Besides this, Sh Dhaliwal handled the Communal situation in aftermath of Batla House Encounter with his personal presence on ground in face of hostile crowds which prevented any untoward incident.
He was also credited for ensuring highly successful Law & Order arrangements relating to Commonwealth Games 2010 as he was incharge of areas which hosted the major events including Opening/ Closing ceremonies at Jawaharlal Nehru Stadium.
During his first posting at Arunachal Pradesh from 2011-13, he supervised teams which neutralised dreaded UG elements of UPDF, NSCN – IM and NSCN -K factions. As Spl CP Spl Cell he was incharge of all the main venues for G 20 which hosted the heads of States of USA/UK/France/ Germany etc and was responsible for ensuring safety and security of all the venues hosting major heads of State. As DGP Andamans, he personally led the teams which investigated the case of seizure of largest quantity of Methamphetamine along with the Indian Coast Guard. As DGP, A&N Islands, his innovative vision has driven significant reforms in the functioning of the police force, reinforcing public safety, operational efficiency, and inter-agency coordination. In recognition of his exemplary dedication, professionalism, and selfless service, he has been awarded with ‘President’s Police Medal for Distinguished Service’.
Smti. V Satyawati, Sub-Inspector of Police
Smti. V.Satyawati joined A&N Police on 02.07.1992. During her service she has shown impeccable integrity and has consistently displayed outstanding performance with highest sense of dedication towards duties. With her utmost dedication and hard work, she got promoted to the rank of Sub-Inspector in the year 2016. During her tenure at PS Rangat, she investigated a high-profile POCSO Act case vide FIR No. 147/20 dated 23.11.2020, in which she completed the investigation within 18 days and also succeeded in convicting the accused with 05 years of imprisonment and fine. In appreciation of her good work and dedication rendered throughout her service, she has been awarded with ‘Police Medal for Meritorious Service’.
Sh. Mahali Urong, ASI (GD), IRBn.
Sh. Mahali Urong joined India Reserve Battalion, A&N Islands on 03.12.2002. After completion of his rigorous training under Central Para Military Force in mainland he was assigned the responsibilities of GD at IRBn (HQ) where he consistently demonstrated excellence in executing diverse duties. He exhibited exceptional proficiency in the strategic deployment of personnel across the Islands, reflecting remarkable organizational skills and strategic acumen.He has also played an active role in several successful anti-poaching operations in the dense forests of the Islands. Through his indomitable courage, vigilance, and presence of mind, numerous poachers were apprehended. . In recognition of his unwavering dedication and exemplary service, he has been awarded with ‘Police Medal for Meritorious Service’.
Shri B.C. Naskar, Home Guard (Regular)/04
HG(R)/04 B.C. Naskar has been serving in the A&N Home Guard since 27.01.1994, completing 31 years of exemplary service in various units, including remote Islands. He has performed various law and order duties which includes VIP movements, and Joint exercises, security of vital installation etc. He has also assisted the local police during the major Earthquake and Tsunami. In recognition of his honesty, dedication and unblemished service record, he has been awarded with Home Guard Medal for Meritorious Service.
