Sri Vijaya Puram, May 26: Shri Bishnu Pada Ray, Hon’ble Member of Parliament, Andaman & Nicobar Islands, has raised a matter of pressing administrative importance, urging the competent authorities to review the delegation of financial powers for Administrative Approval (AA) and Expenditure Sanction (ES) of works up to ₹50 lakhs.
As per Order No. 141 dated 18th January 2021, the powers previously held by the Chief Engineer, APWD, were transferred to the respective Deputy Commissioners in a move aimed at decentralizing authority. However, this shift has inadvertently resulted in noteworthy delays in the sanctioning and implementation of grave and time-sensitive works, particularly those routed through Panchayati Raj Institutions (PRIs).
In his letter, he highlighted that the absence of technical expertise at the level of the DCs has led to prolonged file processing times, repeated queries and even unwarranted rejections of project proposals submitted by Executive Engineers. “The data since this order came into effect clearly shows that many important development works have either been unduly delayed or remain unapproved, which hampers public service delivery and development progress,” he stated.
The Hon’ble MP further noted that the Deputy Commissioners are already handling vigorous responsibilities including revenue administration, law and order and oversight of centrally sponsored schemes. The added burden of scrutinizing complex engineering proposals without adequate technical backing only diminishes administrative efficiency.
In view of these concerns, the MP has recommended that the financial powers for sanctioning works up to ₹50 lakhs be restored to the CE, APWD. “The Chief Engineer and his team possess the necessary technical acumen to examine, evaluate, and approve such proposals promptly. This realignment will ensure faster execution of essential development works and serve public interest more effectively,” he added.
The Hon’ble MP has expressed hope that the administration will give due consideration to this issue and take prompt steps to streamline the process for the greater benefit of the people of the Andaman & Nicobar Islands.
