
Sri Vijaya Puram, May 19: Shri Bishnu Pada Ray, Hon’ble Member of Parliament from the Andaman & Nicobar Islands, has written to the Hon’ble Prime Minister of India Shri Narendra Modi, seeking immediate intervention and a high-level enquiry into the alleged irregularities, delay, substandard construction and harassment faced by beneficiaries under the PMAY (Urban) Housing Project at Prothrapur in Sri Vijayapuram (Port Blair). A copy of the letter has also been forwarded to Hon’ble Home Minister, Urban Development Minisster, Lt. Governor, Chief Secretary etc. for necessary action.
The MP stated that the Pradhan Mantri Awas Yojana (PMAY) was launched with the noble objective of providing “Housing for All” to poor and weaker sections of society. However, due to alleged administrative negligence, improper planning and poor supervision by the implementing agency, namely the Sri Vijayapuram Municipal Council, the beneficiaries of the Prothrapur PMAY project are facing serious hardship and uncertainty.
According to the MP, the Prothrapur housing project consists of 213 housing units under Blocks A, B and C. The beneficiaries were repeatedly assured that the project would be completed and handed over within the stipulated timeline. However, despite several public assurances issued by the authorities, the project remains incomplete even now.
Shri Ray informed that only around 80% work of Blocks A and B has been completed, while Block C has achieved only about 20% progress. He further alleged that the authorities attempted to hand over incomplete houses to beneficiaries on 03.05.2026, despite the absence of essential facilities such as electricity connections, proper water supply, drainage systems, sanitation arrangements, internal roads and street lighting. Following strong protest from beneficiaries, the proposed handover could not take place.
The MP personally visited the PMAY housing site at Prothrapur on 04.05.2026 and interacted with the beneficiaries. During the inspection, several serious deficiencies and grievances were brought to his notice. Beneficiaries alleged that the houses were constructed in violation of the approved layout plan and that the quality of construction was highly substandard. Complaints regarding reduced room sizes, leakage from slabs during rain, cracks in walls, incomplete electrical and sanitation works and inadequate septic tank facilities were also highlighted.
The beneficiaries also expressed concern that EMI recovery on housing loans has already commenced from April 2026 even though the houses are incomplete and not fit for occupation. They alleged that they are being forced to bear financial liabilities without receiving the benefit of the scheme.
Shri Bishnu Pada Ray Hon’ble MP stated that the situation has caused severe mental agony, financial burden and resentment among the Economically Weaker Section (EWS) beneficiaries. He observed that the present condition of the project prima facie indicates serious mismanagement, negligence and possible irregularities in the execution and supervision of the PMAY (Urban) project by the concerned authorities.
The MP has requested the Hon’ble Prime Minister for constitution of a high-level independent enquiry through a Central agency such as CBI or any competent technical and vigilance authority to investigate the delay, construction quality, financial management and overall implementation of the project.
He has also demanded detailed technical verification of the approved layout plan and actual construction work, assessment of essential civic amenities, opportunity for beneficiaries to present their grievances before the enquiry team and strict disciplinary action against the officials found responsible for the delay and lapses.
Shri Bishnu Pada Ray emphasized that the PMAY scheme is one of the flagship welfare programmes of the Government of India aimed at providing dignified housing to poor families and therefore any negligence or irregularity in its implementation directly affects public trust and confidence.
The MP urged the Government of India to immediately intervene in the matter to protect the interests of the poor beneficiaries and ensure accountability of the authorities responsible for the present situation.
