
Sri Vijaya Puram, June 14: The Department of Science and Technology, Andaman & Nicobar Pollution Control Committee (ANPCC) conducted a hybrid online training programme yesterday for officials of the Department of Rural Development & Panchayats and Sri Vijaya Puram Municipal Council. About 55 officials attended. The session aimed to support effective implementation of the Solid Waste Management Rules, 2026, and to provide guidance on identification, mapping, geo tagging and registration of Bulk Waste Generators (BWGs) on the CPCB portal.
Officials were briefed on compliance requirements under the Solid Waste Management (SWM) Rules, 2026. As per Rule 6(a), every Bulk Waste Generator (BWG) must register with the concerned local body through a centralized portal. The definition of a BWG, as outlined in Rule 3(i), includes entities with a floor area of 20,000 square meters or more, or those with a water consumption of 40,000 litres per day, or generating over 100 kg of waste per day. An entity qualifies as a BWG if it meets any one of these thresholds.
Under Rule 30(36), Urban Local Bodies (ULBs) are mandated to identify BWGs through detailed surveys, geo-tag these identified generators, and update the portal annually by April 1. Local bodies are also required to map BWGs, including hotels, roadside eateries, commercial establishments, and institutional premises that generate organic and bulk waste.
The Central Pollution Control Board (CPCB) has developed a registration module to assist BWGs while the fully operational centralized portal is under development. All Bulk Waste Generators (BWGs) have been directed to register on the Central Pollution Control Board’s centralized Solid Waste Management portal (https://swm.cpcb.gov.in). BWGs must create a login ID and submit the requisite details for registration through the portal at the earliest to ensure compliance with the Solid Waste Management Rules, 2026.
