BMS Federations of All States Submit Representations on Issues of Working Class to Prime Minister

Sri Vijaya Puram, July 3: As a part of Nationwide submission of petition to the Hon’ble Prime Minister on the direction and appeal of Govt. Employees National Confederation (GENC) of BMS federations of all states today submitted a representation on the issues of working class. The main issues were First, Delay in Constitution of the 8th Central Pay Commission (CPC), Second, Non-Extension of Judicial Reliefs to Similarly Placed Non-Petitioner Employees which is of serious concern that in numerous service-related matters, employees are being compelled to approach judicial forums to seek relief, despite the fact that judgments have already been delivered in favour of similarly placed individuals. The denial of similar benefits to non-petitioners not only violates the principle of equality but also imposes unwarranted litigation costs and mental distress on innocent employees. Third, Restoration of the Old Pension Scheme (OPS) in Place of NPS/UPS. The introduction of the National Pension System (NPS) in 2004 and the subsequent proposal of the Unified Pension Scheme (UPS) have led to widespread dissatisfaction and insecurity among government employees. It is disheartening that those who serve the nation throughout their lives now face uncertainty in their old age. The demand for restoration of the Old Pension Scheme is not just a financial issue—it is a question of social security, dignity, and natural justice.

Apart from the National issues Other Issues of Government Employees of Andaman & Nicobar were also presented in the petition addressed to the Hon’ble Prime Minister of India. The issues were Equal work, equal service conditions and equal pay scale should be implemented, The amount of group insurance should be minimum Rs 20 lakh, Employees of all states in the country should be ensured five promotions during their entire service period, On compassionate grounds, the dependents of the deceased employees should be given immediate compassionate appointment without any condition, Corporatisation and privatisation of institutions of government departments should be stopped. Out-source contracting system and contractual recruitment should be stopped in all states / UTs and regularization should be done immediately. Regular employees should be appointed by filling up the vacant posts in all the departments. Service security till the age of superannuation (60 years) in contract services of Central Sponsored Schemes. Regularisation of all DRMs / Contract employees working in perennial nature of work and who has covered more than ten years of continuous service. Absorption of all Contractual employees working either directly under the roll of UT Administration or through Outsourcing / GeM continuously for more than 2 years under the provisions of CLRA 1970 and subsequent judgments of Hon’ble Supreme Court of India. Declaration of entire UT of Andaman & Nicobar Islands as Hard Area and sanction of Hard Area Allowance to all employees alongwith Special Compensatory Allowances.

A delegation of Andaman Nicobar Rajya Karmachari Mahasangh, BMS led by Shri. Vijay Kumar, Vice President, Shri. A. Vijay Nair, Finance Secretary, Shri. Y. Santosh Kumar, Shri. S. Biju Pillai, General Secretary met the Deputy Commissioner (South Andaman) and submitted the petition to be forwarded to Hon’ble Prime Minister.
