Development process to be inclusive and prospective: LG 

Port Blair, June 26: The fourth meeting of State Planning Board was held under the chairmanship of the Lt Governor, Lt Gen (Retd) Bhopinder Singh in the conference hall of Raj Niwas here today. The meeting reviewed the achievements of the annual plan 2012-13 and thoroughly discussed the developmental programmes and key targets of 2013-14 besides discussing some of the important decisions taken in the 3rd State Planning board meeting. Before the start of the meeting, a two minutes silence was observed to pay tributes to all the people who died in the recent calamity in Uttarakhand.

Addressing the board, the Lt Governor stated that the main objective of the meeting is to ensure that proper and meaningful planning is done and benefits of all developmental projects reaches grass root level. Referring to the growing unemployment problems in the Islands, he stated that our focus must be to generate employment through infrastructure development and added that some of the important development projects in government and private sectors which could not be completed due to various reasons had potentials to generate huge employment opportunities for the local unemployed youth. He further stated that while taking up infrastructure development project it must be ensured that education, skill development and infrastructure development must move side by side so that employment can be generated for the local youth. Underscoring the need for early completion of all pending projects, he directed for forming a review committee to monitor the physical and financial progress of all the pending and planned projects and directed the committee to hold meetings every two months. He further stressed the need for framing a comprehensive SOP for meeting any disaster like situation and to store sufficient quantity of essential materials such as food stuff, water and medicines in all inhabited islands. Laying emphasis on utilization of pre-fabricated materials which can be easy to transport and assemble, he stated that the use of good quality pre-fabricated materials can solve the building requirements in remote Islands as an interim measure till such time the concrete structure are made.  The Lt Governor further directed the Deputy Commissioners of the three Districts to visit their areas to ensure progress of various developmental projects on ground. He also directed Health and Education departments to fill-up all vacant posts on contract basis to reduce shortage of staff in remote Islands.

The Member of Parliament, Shri B.P. Ray also highlighted a number of issues pertaining to the welfare of the people of the Islands for incorporation in the annual plan.

The Chairperson, PBMC, Chairperson, Tribal Council, Car Nicobar, Chairperson, SWAB and Zilla Parishad Adhyakshas of South Andaman and N&M Andaman also highlighted various issues concerning their respective areas. The Chief Secretary, senior officers of the Administration and heads of various departments were also present in the meeting.

 

Port Blair, June 26: The Directorate of Health Services, A&N Administration  in association with  Directorate of Social Welfare and SATHI an NGO  (A society for Social Change ) celebrated “International Day against Drug Abuse and Illicit Trafficking”  today at 10.30 am at Hope Town Gram Panchayat hall, to raise public awareness regarding menace of Drugs and its associated risks. 

The function was attended by PRI members, Local Head of institutions, Anganwadi workers, ASHAs, Medical and Para- Medical Staffs and large number of general public.  Shri Ved Prakash Mishra , Principal, Govt. Senior Secondary School, Bambooflat was the Chief Guest and Smti Rasheeda Bibi , Pradhan, Gram Panchayat, Hope Town, was the Guest of Honour on the occasion.

Speaking on the occasion the Chief Guest, Shri Ved Prakash  Mishra, Principal, Govt. Senior Secondary School Bambooflat  highlighted the issue of Drug abuse, which is a serious threat to Health, particularly youths and students.  He expressed that while Govt. has the responsibility to stop Drug Abuse and Illicit Trafficking, at the same time community and PRIs can also extend major contribution in this fight by raising their voice through public awareness campaign.        

Dr. Avijit Roy, Deputy Director (Health) in his keynote address highlighted about ill effects of Drug Abuse and its associated risks in our Health and social life. He also highlighted that illicit Drugs destroy innumerable lives and undermine our society.  Teenagers and youths are particularly vulnerable to Drug Abuse during Adolescent age.  He appealed the gathering to raise awareness campaign in their society about the danger of Drug Abuse.

Smti. Sajida Zubair, Secretary, Islander Social Movement for Awareness and Training (ISMAT) in her address expressed that communities, families, schools, civil societies and religious organization can play major role to stop Drug Abuse and Illicit Trafficking by raising public awareness campaign in their surroundings.

Shri R. K. Majhi, Programme Officer, (Social Welfare) in his address highlighted about social aspect and Danger of Drug Abuse in our family lives as well as community.

Smti. Rasheeda Bibi , Pradhan , Gram Panchayat, Hope Town  expressed  gratitude to Health Department for organizing this programme for the benefit of general public of Hope Town and surrounding areas. She also requested Health Department to organize such type of programme in future also in Hope Town areas.     

During the Programme a  Natak namely  “Anmol Jeevan “  on  ill effects of Drug Abuse  and Illicit Trafficking also performed by Aditya Natya Academy, Port Blair. 

Earlier, Dr. Subrata Saha , Medical Officer , CHC Bambooflat   has welcomed the  gathering   and at the   end of programme    Shri. Mohd. Ashraf, Health Educator, State Health Education Bureau of this Directorate proposed vote of thanks.

Port Blair, June 26: The PCC President, Kuldeep Rai Sharma has requested the Lt Governor to consider distribution of 10,000 laptops to the students from Class VIII to Class XII in the current academic session.

Sharma in his letter to the LG wrote that time has come when the Education Department must take care of educating all the students of these islands in information technology at least from Class VIIIth onwards. Giving theoretical education will not serve the purpose if the students do not have practical experience, Sharma  said while suggesting that the education department should provide basic infrastructure like laptop to every students irrespective of the schools.

The PCC President also briefed the LG that fibre cable connecting Singapore to Chennai through these islands will be introduced in near future. This will open up opportunities for employment. In such case A&N Administration must educate the students of these islands in information technology by providing all infrastructural facilities so that job opportunity in the sector will not get drained to outside the islands.

Port Blair, June 25: Shri Kuldeep Rai Sharma, PCC President has requested the Principal Secretary Education Ms. Rina Ray to fill up all the vacant posts in Education Department at an early date.

In his letter Sharma stated that a good number of vacancies to the posts of PGT, GTT, PST and Librarian are lying vacant in the Education Department whereas many waiting eligible teachers are also available to be considered against such vacancies. Due to want of teachers and librarian, students of various schools of these Islands are facing acute problems and their studies are being hampered.

On the other hand, the waiting teachers are also facing acute financial problems, explained Sharma.

The PCC President Kuldeep Rai Sharma and all leaders of the Congress Party deeply mourn the untimely death of Shri Ashim Mirbahar, Up Pradhan, Netaji Nagar Panchayat who left for heavenly abode on 22nd June, 2013. The Party prays for the eternal peace of the departed sould and strength to his family members.

Port Blair, June 25: The Lt Governor, Lt Gen. (Retd.) Bhopinder Singh has sanctioned one lakh rupees from LG’s Relief Fund to Smt Retah Bibi, R/o Round Basti, Port Blair for the treatment of her 17 years old daughter Ms Nazma Bibi, who is a case of Cerebeller S.O.L (Brain Tumor) for which a V.P. Shunt was put on her in 2007 at SRMC & RL, Chennai. The VP shunt appears to have got blocked for which a review by the Neurosurgeon and replacement of the V.P. shunt is needed.

Based on the reports of the Deputy Commissioner (SA) and Director of Health Services and considering the gravity of illness and poor financial condition of the patient, the Lt Governor has sanctioned the ex-gratia relief.

The Government Employees Federation requests all the members of its affiliated Association and all the Government Servants working in A&N Islands to come forward to donate generously or at-least contribute one day Salary towards Prime Minister’s National Relief Fund, to help out the victims of unprecedented damage and devastation has been caused in the recent flush flood and landslides in Uttarakhand, which has affected the lives and properties of thousands of people. We also request all the Government servants to abide by the Appeal already made by the A & N Administration.  A circular has been issued by Secretary (Personnel) requesting all Heads of Department/Office, Heads of Local Bodies and Public Sector Undertaking to deduct one day salary of officers and staff with their consent from the salary of June 2013.
